Personality:

Whis is a very stand-offish, well-mannered being. As an angel, he doesn't form too much of a bond with mortals, nor does he care to. He's so high up in the universal hierarchy, so to speak, that he doesn't even blink when a life comes to an end. If Beerus, God of Destruction, decides to blow up an entire planet and kill billions, Whis will just stand there and watch. As an attendant, it's his job to just stand there and watch. The universal balance depends on such occasional mayhem and death; this is a concept that Whis has accepted as fact. For that reason, he can't interfere, nor does he feel sympathy or mercy. Even when Beerus is fighting someone and debris is sent flying all around him, he will calmly eat his lunch without batting an eye. It gets to the point that when Zenoh announces all losing universes will be erased after his Tournament of Power, Whis still isn't fazed. In fact, he laughs it off. As an angel, he will be spared and the prospect of losing everything in his universe, Beerus included, doesn't bother him at all.

Hypocrisy still looms, as there are several times where Whis interferes with the natural flow of things despite such a thing not being in his job description. Usually, when he does this, there's something in it for him. For example, he agrees to train Goku and Vegeta, even though they're only mortals, simply because they will pay him with delicious food. That's the most innocent bit of meddling he does, as there are so many more drastic instances. He allows a 'do-over' and turns time back for three minutes after Frieza destroys the Earth. The salvation of Earth allows him to continue eating its wonderful food, after all. He also uses his do-over powers to do things like stop Beerus from accidentally destroying the sun. One can't enjoy a picnic without sunlight! He even uses some sort of spell to transport Bulma's unborn (but overdue) baby out of the womb and into her waiting arms, so that Vegeta is free to enter Zenoh's Tournament of Power. All throughout the Zamasu saga, Whis and Beerus butt in to help defeat Black in a future which isn't necessarily guaranteed for them. Their earlier remarks that they want nothing to do with time travel don't exactly stop their interference in the whole ordeal and as a result, they too have a hand in altering the timeline. At the end of this arc, Whis commits what is the biggest hypocrisy of them all by suggesting that Future Trunks and Future Mai travel to a time several years before the universe is erased by Zenoh and meddle with the affairs there to prevent Black's appearance, which also dooms the both of them to live as doubles with their past selves. If that isn't a taboo, I don't know what is.

As mentioned before, Whis is for the most part very stand-offish and indifferent. This means that he rarely shows genuine emotion. 90 percent of the time, he's calm- almost apathetic. He does, however, become alarmed on rare occasion. One example is when Zenoh calls Whis's staff and asks to see Goku, of all people. While Whis normally doesn't even flinch before someone as omnipotent as Zenoh, this particular request is so outlandish and sudden that it's enough to shock him. Being bitten by Goku during a training session throws him for a brief loop too. Furthermore, he shows a lot of frustration when an impatient Goku keeps interrupting his meal. And then, of course, we have the delight he feels whenever he eats something delicious and new. His composure will break entirely whenever that happens.

Much like Beerus, Whis finds proper respect and manners to be very important. While he doesn't lose his temper the way Beerus does when faced with disrespect, he does take note of it. Furthermore, he himself hardly ever drops his manners and instead behaves himself in a formal way, even towards his father and his siblings. When it comes to being a mentor, he's another one of those 'throw them in the deep end and see whether they'll swim' sort of teachers. His methods are very extreme and if anyone weaker than Goku or Vegeta had been exposed to them, they likely would've died. Because if carrying extremely heavy weights around the planet while the ground slowly disappears isn't hardcore, what is? ...Well, changing the blankets for a napping Beerus without waking him is a good contender.

Despite being such a divine, courteous and composed being, Whis can be surprisingly petty at times. He has no problems with making snide remarks about Beerus, even when the guy is sitting right next to him, only to feign ignorance over what he's just said. He's also purposely crashed into the planet's surface when using his warp ability several times, simply to inconvenience his 'passengers' (and leave a huge crater in Bulma's backyard) while he himself remains unharmed. There never seems to be much of a trigger for him to say or do something petty- it could have been caused by minor disrespect, or perhaps because he wants to teach a lesson.

His relationship with Beerus is difficult to describe. They're meant to be partners, to some degree. However, it's clear that Whis is far more powerful than the God of Destruction he was assigned to. He was the one who trained Beerus and should there ever be a need, he would step in to restrain his student. Acting as a supervisor of sorts, he didn't hesitate even a second to tell Zenoh that 'Beerus is more interested in naps and eating than in doing his job'. This act of snitching could very well have resulted in Beerus being replaced by a new God of Destruction. There's a distinct imbalance of power in their dynamic, as it's clear who holds the strings and connections, but that still doesn't stop Beerus from snapping at Whis on occasion. Just as Whis can get away with being petty, Beerus can get away with scolding him because such a thing is not enough to lead to actual consequences.


Abilities:
Where do I begin? Whis is insanely overpowered. According to the series' original author Akira Toriyama, in terms of power, Goku as a Super Saiyan God would be a 6, Beerus would be a 10, and Whis would be a 15. That's right, he's more than twice as powerful as Goku in God form.

For one, he's the fastest being in Universe 7. Not only is he the fastest flier (with his warp ability), he's so fast in close combat that he can draw his symbol/signature onto his opponent's chest without them noticing. He can dodge any attack with incredible ease, blocking even someone like Goku with a single finger. His instincts and reflexes are so great that his body can react and counter without his brain even acknowledging an attack. This is also known as Ultra Instinct. It's a good thing that Whis isn't actually an active fighter, because the only one who could stand up to him would be his peers or those few of even higher standing. As an angel, he can easily survive in outer space without oxygen. He can fly through nebulas, withstand intensified gravity, hang out in the intense heat of a planet's core... I doubt there's any sort of environment that would harm him.

Using his staff, he can do all sorts of things, like materialize things out of thin air. A few examples are giving Goku and Vegeta new suits, building physical constructions (such as an arena) and creating barriers/domes meant to keep oxygen in. He can also manipulate matter which already exists, so for example, making glass disappear for a few seconds. Whis can manipulate time, he can teleport babies out of their womb, he can heal injuries... He can even resurrect dead people to some degree. (Hi Frieza...) Whis has the ability to understand and speak languages without any prior knowledge of it. As such, he's fluent in all languages in the universe, from the primitive dialect of Planet Mogina (that place that supposedly has delicious dinosaur meat) to the elaborate Language of the Gods/Divine Language.

Alignment:
Sosyne! Whis remains calm in some of the most unnerving situations, which is a very commendable trait of his and very typical of angels. Furthermore, he does occasionally get frustrated and hold petty grudges, which is unlike a divine being.
